1 º Open a new transparent image 600/600. Work more comfortably and then cut all the space that is left over. With the Lasso tool set as follows:

We return to Effects / Plugin / VM Natural / Sparkle:

changing only the values ​​depicted by arrows. We accept and hide this layer, activating the latter.

5 ° we apply the filter:

7 º In the Layers palette, doubled twice and had three layers:
